What to do if the network temporarily blocks VPN traffic?

Toggle airplane mode several times for about 15 seconds to get a different mobile IP. On a router, reboot/reconnect helps. Then refresh your subscription and re-test servers.

Which servers to choose when whitelists are enabled?

Only the Locations section under bypass / LTE / ROUTE. In some list versions, they are near the end. Regular servers and the trial tariff are not intended for this situation.

Does the LTE tariff work on a computer via mobile internet?

Support positions LTE as a mobile tariff for a phone and "special" network modes; work on a PC is not guaranteed. For a computer, use a regular subscription, Combo or a separate configuration selected by the developer.
